Francis Palumbo, PhD, JD, MS - Honorary Faculty Marshal

Francis Palumbo has been a valued member of the 91大神 School of Pharmacy (UMSOP) faculty since 1974 and an adjunct professor at the 91大神 Francis King Carey School of Law since 1995.
He will soon add the word 鈥渞etired鈥 to both titles, as he plans to retire June 1, less than two weeks after serving as the 91大神, Baltimore鈥檚 (UMB) Honorary Faculty Marshal for 2022 commencement.
鈥淥nce retired, I will want to stay involved in work to some degree, and I want to be sure that I stay connected to my great colleagues,鈥 Palumbo said. 鈥淏ut I also look forward to spending more time with my wife and family.
鈥淚t was an honor to be selected as a marshal,鈥 he added. 鈥淚t鈥檚 also wonderful to know that this will be an in-person event, because I鈥檝e sorely missed the personal interaction with my colleagues and students.鈥
Palumbo has mentored countless master鈥檚 and PhD students at UMSOP and taught pharmacy management, medical care organization, health economics, and pharmacy law. He also co-founded the school鈥檚 Pharmaceutical Health Services Research graduate program and the Center on Drugs and Public Policy. At Maryland Carey Law, he teaches a course in food and drug law.
Pharmacy and law students appreciate his deep knowledge, thoughtful feedback on their papers, and willingness to go the extra mile to help them with their research. This was evident in 2019 when he was named UMB Educator of the Year, bolstered by five nominations from former students.
When asked about his most impactful accomplishment, though, he first points to his UMB colleagues.
鈥淚鈥檝e had the honor to work with so many talented faculty at all of the schools,鈥 Palumbo said. 鈥淚鈥檓 proud of the research I鈥檝e engaged in and the recognition of that work by being invited to join a National Institutes of Health study section.鈥
Palumbo鈥檚 pharmacy law class helps students prepare for the part of the pharmacist licensure exam that tests their knowledge of federal and state law. In addition, he and his colleagues annually hold a two-day law review session for UMSOP graduates, graduates of other schools, and pharmacists from other states pursuing licensure in Maryland.
Palumbo is a licensed pharmacist and a member of the Maryland and District of Columbia bars. He received his bachelor鈥檚 degree in pharmacy from the Medical University of South Carolina, his master鈥檚 and PhD in health care administration from the University of Mississippi, and his law degree from the University of Baltimore.
