Comment Letter Tips

Clearly Identify the Rule

  • Include the Regulation Identifier Number (RIN)
  • Reference specific sections, paragraphs, or issues in the proposed rule

Be Constructive

  • Provide practical recommendations or modifications
  • If appropriate, explain why a non-regulatory approach may be preferable

Support with Evidence

  • Use data, research findings, and real-world experience
  • Highlight impacts on health care delivery, education, and research

Write Clearly and Professionally

  • Use plain language, avoiding excessive jargon and acronyms
  • Organize with headings and concise sections

Include a Disclaimer When Submitting as an Individual
