OCPA is a valued partner for all facets of A&F communications and offers a comprehensive portfolio of marketing and communications services. Below are the key areas in which OCPA retains primary oversight and responsibility.

There is some overlap in some of the services offered by both A&F and OCPA. The role of the A&F communications office is to facilitate A&F-related communications in a way that’s timely, affordable, and personalized. Both offices share a complementary relationship, each offering some redundancy for the other. But there are times when OCPA should be the office of first choice, and these conditions are outlined throughout this plan.
The following projects require OCPA engagement:
- A&F audiences and stakeholders are outside of UMB;
- Marketing, branding, or PR efforts external to UMB are required;
- With notable exceptions, any addition to, or deviation from, existing UMB branding guidelines is required;
- Media sources external to UMB are engaged; or
- Required communications, marketing, and promotion resources are not available internally within A&F.
The A&F recommendation is to engage the A&F communications office even if a project is eventually managed by OCPA. This can include partnering with OCPA to complete projects where A&F subject matter experts or institutional knowledge may help in completing a project. This will also allow A&F to understand and anticipate communication needs moving forward.
When OCPA response is delayed or exceeds A&F timeline needs on projects, the Senior Communications Specialist should be leveraged to facilitate progress.
